When does the chemical burning smell wear off? I got this as a gift, but the smell of burned paint during and after using it is overwhelming.

The burning smell is coming from the fan and rotisserie mechanism  NOT the oven surfaces so wiping will not help.  It stops after about 10 or 15 minutes on high. I got the oven a year ago -also as a gift. I turned it on right away just to make sure everything worked (heating elements, rotisserie, fan etc) and not only could I smell the burn off I COULD SEE IT coming out of the top vents.  I was going to return it but I remembered something my Dad, who's father was a heavy duty mechanic, once told me ...when mechanical goods are manufactured, there is often a residue of "mould release oil"  (mould: as in a container that shapes things. NOT a fungus). It also protects metal parts from oxidisation shipping or if it's stored in excessively humid climates before being sold. This stuff will burn off completely after about 10 minutes on high. Yes it's pungent. Whether it's harmful to breath, I can't imagine sticking your face right over the oven and inhaling for extended periods could be good for you. Turn on your kitchen exhaust fan to high while the release oil burns off.  SAFETY NOTE: THERE IS A REAL HAZARD OF FIRE IF THE POWER CORD TOUCHS THE BACK OF IT. This is an error in it's safety design. The spacer prongs that keep it from touching the wall are NOT long enough and no matter how you try to keep the cord below them (the oven does 't get hot below the prongs) it springs up and touches the outcropping at the back.  My cord melted onto the oven and it was only when I pulled it out to clean behind that I discovered this.  I had to pry it off. Because I like the appliance, I got a length of 2x4 wood a bit narrower than the oven and put it flat, underneath the safety prongs.  You CANNOT see it but it prevents the cord from finding it's way to the hotspot and keeps the oven a safer distance from the wall.  I would not put a liner in the bottom as some people here say they do.  The oven comes with a removable stainless steel pan that is easily cleaned. I meant to post info as well as write the company ...but you know how easy it is to put things off.

will it fit a 13 x 9 inch pan?

It will not fit 13 x 9 pan. Mine is an oldone that was made in Italy and still looks & works great!!

My toster oven is not lighting the bottom  coils what could be the reason .

I too purchased this inferior, poorly made oven. and trashed it.  Bad choice.
