I applied it to dry hair and it went a long way (I have shorter hair and it barely made a dent in the container to cover my hair). One thing I will say is the white looks better in indoor light. Outdoors, my dark hair came through the white, but the effect was definitely still there. Dries very stiff - some problems with dried product rubbing off on hands/clothing, but for my one night costume, it definitely did it’s job well. Extra bonus is it didn’t stain my hands at all (barely even needed soap to get it off) and washing it out of my hair that evening was a breeze!
