A: I believe it is. I got it as a gift for a family member

**Q: Can this be used for a Doona car seat stroller ?**
A: Yes definitely, I used to use it in my carseat and not a regular stroller and it worked great, my kiddo loved the extra soft it gave the seat. As he hated his uncomfortable careseat. It can be used 3 ways, one with the straps connecting to hooks in back of carseat, two with the straps going through or three just as is sitting on top once baby strapped in there is no worry of shifting, just remember to loosen the straps before readjusting to baby
