Need to be able to have them hang very close to the bar.** A: It depends on how you want to use them. There are carabiners and corresponding locations in the webbing to adjust the length. If you wrap the webbing around a few times (think layers of webbing) you could make them small, but they'd be bulky at the same time. It you are using handles or rings with the webbing that would not matter. They can still attach to a bar, but you'd be looping the webbing around the bar.
