Q: Would this fit two pairs of walking boots?

You may not get all 4 boots with the sole flat on the bottom, if that makes sense, but otherwise yes, there's enough volume overall for 2 pairs of boots. I believe from when I bought these, there may be a larger size though, if you want to avoid possible muddy soles on top of other boots.

Q: Does this have Velcro that attaches it so it doesn’t role around in the boot?

It does have Velcro but mine doesn’t like to stick great, I have my shopping bags in it and it moves a bit but there isn’t a lot of weight to it, I put a bungee strap round it as have hooks at side of my boot and that works great

Q: Is the Velcro not part of this item?

There are strips of velcro on the front and the flap, to hold it closed. The material of the bag is quite rough and naturally birds to the similar material of many car boot linings. I don't imagine it would hold steady on a rubberised/plastic boot lining, without straps anchored in the boot.

Q: Are the fastenings to the boot just velcro? My boot has a protector lining so isn’t carpeted on the floor.

The valcro goes up the back of the bag so that the bag fits to the carpeted side of the boot/rear wheel arch. Hope that helps.
