I don't know whether an 18-month old would be able to use it but for three years old and over, I'd say it's a well thought out and truly fun way to learn first words.

Brilliant toy. Wonderful bright colours. Is a very good toy that helps to work on children's fine motor skills. My kids love playing with this with my friend's toddler. Also works to promote good hand eye coordination.
