Q: does this dissolve in liquids, or go to bottom of the glass?

You are thinking of the what I call inferior product which is mixed with soluble fiber. That stuff just clumps at the bottom or on ice cubes, yuck! This is pure powder and it dissolves or mixes well with shaking. I drink mostly cold liquids (tea, water) and it works the same as in hot liquids. Maybe dissolves a little slower , but the aforementioned shaking helps a lot and you don't have to shake much.

Q: Why am I excluded from purchasing this without a "prime" pay for ransom? My local store does not carry this.

I usually order a small bottle and a bulk container to fill it up as I use it. Both are available on Amazon.

I don't know specifically where this particular brand of stevia was grown, but Google says: "The Stevia plant genus includes over 100 species and is cultivated throughout the world. Known scientifically as Stevia Rebaudiana Bertoni, stevia is a member of the sunflower (Asteraceae) family of plants and is mainly grown in Paraguay, Kenya, China and the United States."
