It is supposed to turn via a smallish knob on the end of the tool. I could barely turn the knob using pliers. While I was boxing up the device to return, I thought maybe I should try some WD-40 on the threaded rod where it is housed in ends and middle of the device. That worked and I could get the threaded rod to turn easily with the end-knob; that moved the middle hold-down section so it would secure different sizes of wood. I decided to keep the tool but gave it a slightly lower rating.
