Q: Can the C clamps be faced the other way so that the shelf angles back and the shelf is overhanging the back of desk instead of leaning to the front?

You could install the shelf backward so more of the overhang is behind the uprights, but the clamps themselves cannot be turned relative to the angled uprights that attach to the desk, they are a single solid piece. You won't gain much space doing that, maybe three inches further back. The brackets screw into two holes on the bottom of the shelf and they are close to the edge on one side and only about 3 inches away from the other side.

Q: When mounted on a desk, will the shelf be flush with the desk? Or does it hang over more?

I'm unsure what part you're asking is flush with the desk, but the back of the clamp is in line with the back of the shelf, so it should all line up at the BACK of the desk.
