**Q: does this have to be filled with fuel before installing?**
A: it needs to be filled with clean fuel.  There are two diagrams on the sidewall of the filter - one for filter replacement and the other for draining water from the filter.  The first step on the filter replacement diagram shows that the new filter is filled with clean diesel fuel.

The worn-out OEM part was worn-out, leaking (diesel-out and air-in) and was not serviceable. I purchased a universal filter base (WIX 24770 or Napa 4770) to mount this filter in a more convenient location. I really like that this has a clear bowl to see A) that it's working, and B) when water accumulates. The bowl also has a drain and a port for the "water-in-fuel" sensor.
