A: I would say no. If you're talking walking in the rain, you would probably be okay (depending on where you live- like not Seattle). If you're talking walking through water it isn't.

**Q: the description says fabric,  but they look like leather?**
A: The description I read clearly read leather upper.  Don't know what you were reading.  I have a pair and they are absolutely leather.
