Q: Does this Velcro in the front or need to be slipped over the head and then each leg goes in?

This adorable dress opens completely so you can slip each front leg through one at a time and then close the dress in the front. This is the only dress I ordered from Amazon that fit my beautiful girl perfectly. Very well made too :-)

Q: Length is 26 inches, neck is 23 inches, and the chest is 29 inches, what size should I get?

I'd suggest the XXL..I got my girl the XL and it was just a little big on her and she is 17 in long weighs 55lbs. I'm not sure of her neck measurements.

Comes up a bit small

It's a sweet little dress but the sizing seems a bit off - I bought the XL for my retriever and it is quite a bit too small - I would say the XL is more spaniel sized.
