what are the exact outside dimensions for this case?

It fits the gen 1 inreach mini like a glove. I could measure it but the answer would be maybe a few cm bigger then the Garmin mini dimensions

What is Tusita's website? Does the case interfere with transmission or reception?

Regarding the website, I do not know. This silicone case stretches to cover most of the device with portals for the screen, attachment point, SOS button, and charging port. I have used it since I bought the device and have noticed no problems with receiving or transmitting the satellite signals.

Does this inreach tusita cover work with the giant loop tracker packer?

What is an I loop tracker packer?? It works with the carabiner that comes with the unit if that’s what you’re asking

Is there a protective cover that floats for the mini ?

Not that I know of, however Garmin makes a dive case for it. It is supposed to be completely waterproof and costs about $50. You cannot access any of the features of the mini while in it. It is just a fitted dry box and wouldn't transmit under water anyway. For it to float you would have to attach a floating wrist lanyard for a DSLR camera or something similar to the dry box. That would make it weight 2-3 times more, adding 8+ ounces to a device that only weighs around 4oz. Something to consider if weight is a concern.
