where can I buy a spare quick release plate?

I bought a 2-pack of Harwerrel Quick Release Plates (ASIN B07HG56JHT) and they didn't fit. Looking up the Arca-Swiss standard, the opening needs to accommodate 38mm, but my Pergear TH3 only opens up to about 36.5mm. The "standard" Harwerrel won't fit, since it's almost exactly 38mm wide.

Quick Release Plate Size? I lost my Quick Release Plate and i want to buy a replacement but i don't know which one i'm supposed to :(

There are small Arca Swiss Plates and Regular... This is a Regular Plate. If you are looking for the best solution for Arca Plates that are the absolute best with Sling Straps like Blackrapid then get the Fusion Plate. Even better than the Black Rapid Arca: https://smile.amazon.com/dp/B00YQ9PJ0M/ref=wl_it_dp_o_pC_nS_ttl?_encoding=UTF8&colid=3J1QBDNHE5HFB&coliid=I2LN07ZLE7NA6YCheers!

What's the diameter of the base where it attaches to a tripod?

The diameter of the outer ring at the bottom of the base is 5.5 cm

With all the knobs on this ball head, does it come with instructions?

Hello Susanne, the supplier didn't place any manual inside the package. We will talk with them and request fro improvement. We will also try to get the PDF manual firstly:)
