Can this be used on a home popcorn popper that has plexiglass ?

Never use the Carbon off part on the Plexiglas windows. The Concession cleaner in the kit is fine for the Plexiglass.

how do your remove the carbon off solution from the electric kettle in a popcorn machine if you cannot use water to rinse it out?

You can put water inside of the kettle, but you can't submerse the kettle. Best is to simply wipe out the kettle with a wet rag and water.
