Does it fit around a regular 1 inch pvc pipe?

the inner diameter is 1" so depending on the tolerances of your pipe it may of may not fit.

Can you use this inside a transmission oil pan?

I suppose you could, this is very powerful so I cannot imagine it would come loose. I'd be sure to keep away from any electronics but on a transmission drain pan next to a valve body should be fine as long as it's not near any check valve balls...
