I would say yes. I loved this for the first 9 or 10 months. Then, the heat control malfunctioned. I still use it but there is no control over the temperature. On or off, and in get ms very hot.

What is the wattage on the small (medium - one towel warmer)?

Don’t bother. It stopped working in 7 months.

Could it be used in a spa for wet towels?

I would not recommend this for wet towels. It is mainly used to warm your bath towel up so you can dry off with a cozy warm towel rather than a cold towel. It will not dry wet towels, only warm them up.
