I’m sure it would, the fit was fine on the one I ordered but I returned as when I started to walk around in it it would rise up.

Get a size smaller that what the chart indicates otherwise you won't feel any compression.

I would say a Large but depends on your waist size. I'm a 18-20 and 3xl fits tight

Q: Waist 28-30 , is it better to buy next size down ?

I would say YES , I ordered according to the mesurements and it turn out to be big , wasn't feeling any compression while wearing it , so I got a size smaller and it was better.
