I was going to use a light compound before waxing my car. Can I use this for deeper scratches, then compound then wax?

It is snake oil. Does nothing, compound, new clear coat then wax should work.

Can this be used on golf cart?

Probably on any glossy painted metal . That being said - it does nothing to remove scratches. Just a wax.
