This  Chef's Choice Commercial Sharpener is a 110 Voltage and will not be able to operate in a 220 voltage setting or area.

Will this sharpener handle steep-angle items like a cleaver?  How about granton blades?

The unit controls the grind angle by laying the upper part of the blade against a rest and the bearing surface against a rotating abrasive disk.  The angle is fixed, although there is a special insert you can buy for Japanese blades, which has a steeper angle.  I use mine with cleavers, and it seems to operate successfully, meaning that they come out sharp and cut well.  They may be off of their manufacturer's recommended grind angle, however.  Serrated blades work where the scallop is on a single side, and the edge is actually flat.  Double sided scallops where the indents are not only from the side but from the edge, if such things exist, have to be done with a hand sharpener.  DMT makes hand diamond tools for this purpose.

Yes, you can sharpen a pocket knife. That said, it would be difficult to draw the entire blade through the sharpening slot. You'd likely need to use a stone to hand-sharpen the portion of the blade closest to the handle.  Where this sharpener really shines is with kitchen knives - ones with a relatively long blade (6" or longer).  If you have a chance, go to Sur La Table, where they have a knife-sharpening service and use that same Chef's Choice diamond sharpener. It will be easier to understand what it is, and isn't capable of.
