Are they strong enough to hold a badge reel and 2 keys for a teacher?

I use the magnet only to hold member pin button on the shirt. I clipped off the pin and replaced it with the magnet so not have to poke a hole on my shirt. The magnet is pretty strong. I tested it by hanging a car key fob on the magnet along with my pin button and the magnet is still holding and is not slipping.

Would this hold a 4" diameter poster board circle to a pageant dress?

You would have to use more than one around it because it may not hold with just one, but otherwise yes. It holds my work badge to my clothing and holds it while I recoil it to touch the security bar.
