Comes with thermal paste
Shipping was slow but the product works as described and comes with thermal paste. Packaging was good and I would buy again from this seller.

Worked in a pinch
Our goal was to give life to a B85M-G R2.0 Asus motherboard from the Haswell days. This renewed CPU certainly did that. The CPU was lightly packed and arrived in perfect condition. We added a low priced but high quality Thermalright Assassin X120 Refined SE cooler to it. We elected to use the thermal paste that came out the cooler instead of the complimentary paste that arrived with the CPU. We are happy that the CPU package temperature will not exceed 56 degrees under load. It's around 38 degrees the rest of the time which is excellent for an i7 processor under a budget cooler. 4c/8t is just fine for running Linux and light-to-mid gaming on Steam.

Worked as expected with no issues
I’m not going to review a used i7 processor because being its gen 4 it’s irrelevant. Shipper issues a used product for my needs and it was delivered next day as promised and it fired up with zero issues. This was used to speed up an old i3 office PC along with some memory and SSD upgrades and it served my customers cost to performance needs. I generally do not purchase used pc parts but this vendor has proven trustworthy so far! Will definitely use again.

Easy performance upgrade for a Haswell-based system
I built a HTPC around a Haswell i3 processor. I wanted to transcode video on this system but needed more performance, and didn't want to completely rebuild the system. This refurb i7 was a drop in replacement and easily doubled performance.I docked a star because afterwards, I started experiencing occasional system resets. No warnings, nothing in system logs, just immediate reboots. I'm not sure what the specific cause it and it may have nothing to do with this CPU upgrade, but it acts like a power or memory issue. It only happens under specific circumstances when writing to a particular drive, so may be related to that HDD. But used components do come with some risk.I'm still glad I upgraded with this refurb CPU.

2nd fastest CPU my mobo will take, great value
I've got a 5-1/2 year old office workstation with a core i5-4570. Upgraded it to Win 10 and looked to also up the hardware a bit but not spend too much on it. The core i7-4790 is the fastest thing I could put with this chipset (except for the "k" version, but this Dell mobo won't overclock anyway). It's 40%+ faster than the core i5 that was in it. Not breathtaking, but noticeable in cpu intensive tasks. And I have another office machine that is going to get the old i5 as a hand-me-down "upgrade", so that's not going to waste. Added 8GB more RAM. Already put a fast SSD in it a few years ago. Runs great for a middle-age machine, and I hope to get several more years out of it.

Don't get fooled by the bad reviews
It really is just based on the experience of the people. I think it was a great experience for me. At first, I thought that I had a faulty CPU since within the first few minutes the CPU was already getting hot. However, that was quickly resolved after seeing that my all in one water cooler was just dying, in fact, the pump just gave out all together. I put the stock cooler back on from a long time ago and it's working like a charm. Still is not to the same temps that I'm used to, but that's the trade-off of going back to the stock cooler. My custom pc is running better than ever for a 5-year-old build. Again, I found this awesome for a good price. It really is just based on the experience of the person who gets the item.
