Please could you confirm its prevent weeds from growing growing

It will inhibit weeds from growing only if spread on the surface thickly, but pernicious weeds will always get through and a thick layer of sand will not look very attractive. A circle of sharp sand round slug-susceptible plants will inhibit slug ingress. I use it in the bottom of the hole dug for new plants in order to assist drainage and mixed with soil to increase root growth, as with horticultural grit.

When I placed this order on 26/4/21 it was next day delivery so why is it not now being delivered till 1st-5th May?

I don't know. Presumably there is a shortage.

Water will certainly pass through it. I wouldn't advise the use of sharp sand for pointing in wide gaps between slabs, without cement, but it could be brushed into narrow gaps between paviours for example.
