Does this work on dogs? (Sheppard size dog)

I have a 98lb German Shepherd that runs the fence. I anchored 14 rolls of it into the ground. It took about 4 months for him to completely stop running on it. He did run on the top of it at first but I gave it time and he has stopped running on top of it. I have a different brand but the same stuff. Its the only thing other than an e-collar that works.
