Why are we calling this beaver an otter?

The only thing that makes it look somewhat like a beaver is because they flattened the tail to support the tape. Otherwise the head and body is definitely an otter. A beaver has a broader head and different muzzle.

No, it does not come with the tape. It does have the little spool to hold a roll of tape, though.
