Is this California legal?

Yes, axle-back exhausts do not affect emissions and can be used in California. This system comes after the air intake system and catalytic converters, which do affect emissions.

What's the noise level for this? Is it lower than 95 decibels, that's what it needs to be for California.

Ain’t this America? Brother you need to move to a free state. It idles under 95 decibels. It can get louder if you want it to be.

Would they fit on a 2016 mustang ecoboost

Probably not. But why would you put an exhaust on an ecoboost? They sound awful when they’re loud. Maybe you should get on CJ Pony parts and look at exhaust systems. They have videos of installation and sound clips of what it will sound like so you don’t end up with something you hate.

does the clamps come with ? and also the muffler tips?

Yes, clamps come for the muffler pipe and the included tips.
