What does the snapping actually do and can't I just wring out the extra water and put it on?

You can wring out the extra water no problem--the "snap" of the towel is to flick off any last droplets breaking surface tension and allowing the towel to begin its evaporative cooling function marginally quicker.

Is this just a flat towel or is it shapped like a hoodie

This is more like a hoodie, but very "spacious". If you know what a do rag is, it is more like that but bigger. Does not fit tightly or snugly.

If you leave this dry, does it wick away sweat?

I sweat a lot and my enduracool keeps me cool and not as much sweat. I love mine. The person who said that it gets hard doesn't have a enduracool. I tried the one she's talking about and didn't like it.

Can it be worn under a hat?
