i've never used oil pastels before. do i need to use a fixative with these? i plan on using them to accent watercolors - think shirley trevena.

Oil Pastels don’t really “dry”. We cannot recommend a finishing spray because they change formulas often and we would not know when they do it and be able to test on multiple surfaces. TEST TEST TEST You may want to google fixative use with oil pastels for recommendations.

Can these be used in and over oil painting?

It depends on whether the oil paint formulation is compatible with the Cray-pas oil pastels and if the oil paint is dry or not. Sakura's best recommendation is to test it to see if it meets your expectations.
