Q: is this water resistant and what is the size difference between a 4xl and a 3xl?

It's slightly water resistant, in a really light rain drops will bead off of you. There seems to be a huge difference between the sizes. I ordered a 3x first which was a little big but I've lost a little bit of weight and it's huge on me. If you like the real loose fit, the 4x would probably be best, but if you like them somewhat form fitting 3x might be better.
