No, it’s not a powder pencil.

do i sharpen it with pencil sharpener?

Yes. You do sharpen with a pencil sharpner. However those cheap plastic ones will not sharpen it. I bought a small metal one with a metal blade from Amazon that does a great job

Does it sharpen to a fine point? Is the blonde true cool blonde, not reddish, not too dark?

For me, it is the best blonde I have found, it is not reddish at all. My sharpener is not great, but it does sharpen to a point, not a real fine point.
