Q: Does this allow a splice and or a tap. In other words can it entend a short line as well as (tap) add line?

I've used both (about 16 units and all worked perfectly). To extend a wire run, use: TE Connectivity CPGI-1116377-2 Non-Metallic Splice Kit, White. This device is more functional to extend length of a wire as the Tap Splice Kit has the main wire running through the unit and the splice connecting on the underside as shown in the diagram above. Said differently, the 1116377-2 is made to connect two wires to lengthen the circuit of interest and the 1116415-2 is made to take a feed from an existing circuit. Tom

Q: Is there a 3-wire version of this that can be used for in wall Romex (hot, common, ground)?

The 2 wire version has ground. The 3 wire version is for 12-3 and 14-3 NM

Q: Can this be installed and then buried in blown in insulation?

It's not designed for that according to the instructions. Probably best to use a regular box to code specs for your state if you are going to bury in blown in insulation, since blown in insulation varies on flammability (different states have different rules).

Q: can you put fiberglass insulation around the splice?

The instructions just say to avoid combustible materials around it. It's a cool design, but I would really only recommend using it in a location where putting a junction box is impossible. Assembly of it is a bit tricky, and by the time I was done with it, I felt like a $5 junction box and cover would have actually been simpler.
