Try it on a small section first to see what happens. I got some of it on my shorts and it bleached them. It is powerful stuff.

Is this safe to use on colored vinyl

I used it on white and blue vinyl and it worked very well.

Is this only a whitener or does it also disinfect and get rid of the actual mildew?

This is the best product I have found to get rid of mildew on my boat seats and other area. I would suggest if it kills mildew it would also disinfect as well.
