Does this come with capacitor and overload relay?

The compressor is a capacitor start induction run. Yes it comes with the electrical components. I had to due some piping mods on the one I installed last summer. She's running fine.

Is this a suitable replacement for the emh60her (which was discontinued)?

Yes, it worked out fine. I found it to be taller than the emh60her meaning a tighter fit so check your height! I had to tilt it to get it in and silver solder the connections inside the fridge instead of outside and sliding it in afterwards. But it's been running just fine.
