Why do these flicker during the summer when the electricity is not stable? Not useable!

Mine never flicker. The issue may be that you have an AC unit or another appliance that draws a lot of electricity on the same circuit. Shut the circuit breaker of and see what else is on the same line.

Are theses made in the USA?

Not sure where they are made. However, be warned, they have a bad flicker.

This bulb is advertised as suitable for enclosed fixtures but not indicated on package. How do I determine if I got correct bulbs?

I don't know if you can. My take on the enclosed fixtures; is that with incandescent bulbs the issue was ventilation because of the heat produced by the bulb. You don't have that kind of heat with these units. I put one of these in an enclosed ceiling fan light and have had absolutely zero problems with it. I am using them in fixtures that are labeled max 60w because of the heat and with the 1100 lumens, I have all kinds of brightness that I never had from these fixtures in the past.
