No video from the vga port or when i put a working hdmi card in the pci 16 slot? by sound the post proceeds normally. what to try?

Check the input port on your monitor. If you are hearing the BIOS post you should see a Supermicro screen. Also check the vga connection on the back of monitor.

Yes, it is an AMD EPYC 3251 with 8 cores (16 threads)

Does it include the cbl-pwex-1063 24pin to 8pin atx connector cable?

It did for me. Had SATA cables. Did not have a standard RF shield or the shield for a Supermicro 1U server case.
