How big of a hole is needed for the small ring?

The open ring is pretty thin- I'd say a 16th of an inch if you used a drill bit. I was making "shrinky dinks" and used a regular hole punch and when it shrunk down the ring fit just fine. They are key rings, so as small or smaller than any holes on a key.
