Mr. Obvious, says........ What is the significance of Rotation sensitivity, and when would one use it?

They matter in programs that allow paint brush strokes (Photoshop and SAI to name a couple). You'd use it when moving the pen as a paint brush, which it comes with brush type nibs. Those nibs fit loose and drag just like a paint brush would. When you move the brush back and forth, the pen/tablet mimic the rotation with how you stroke or rotate the pen.

Question 2

For the price, what's inside the package?  How many nibs? What kind?

There are 10 nibs- round (dome shaped) and chisel tip. Also, all other nibs that Wacom sells separately are compatible with this pen. "For the price" it is a great deal, even if you have to buy supplementary nibs (which you will eventually have to do as they do wear out with use); do a bit of research to see what characteristics each nib type provides and choose according to your needs. Is this the same pen that comes with the Intuos5 tablet?

This is the Art pen. This does not come with any of the Intuos tablets out of the box. It's a tad different feeling but allows for more sensitivity. Will this work with the Cintiq 24HD?

This is directly from the Wacom website "This pen works with Intuos5, Intuos4, Cintiq 21UX (second generation DTK2100 only), and Cintiq 24HD. This pen will not work with Intuos3, Intuos2, Intuos, or Cintiq 21UX (DTZ2100) tablets."
