After the seed sprouts can you put into the cup

If you were careful you may be able to but you should really use this to sprout the seeds if possible. I did put a clone in one with success but you will need to make the hole in the top of the cube a bit larger first.

do these ever expire?

It won't expire, but you can try planting as soon as possible, which will be very effective. Do not place in direct sunlight.

If using for germination can you plant right into soil after sprouting or do you somehow have to remove from cube?

No, plant directly into the ground and let it grow.
