Does each individually wrapped creature come with directions?

Yes, each individually wrapped creature comes with directions. You can see in the third image.

Do these float? Im thinking about getting my twins a small fish aquarium to put these in

No, after they grow they sink. I tried to put the Sea Creatures in my son's artificial aquarium. The aquarium with these fish can be perfect. https://www.amazon.com/Artificial-Fish-Virtual-Ocean-Motion/dp/B09ZB93V61

What are the dimensions of a single wrapped creature, I want to figure out if they will fit the party favor bags I have.

The creatures are able to fit into party favor bags. We were able to fit them into the favor bags along with a number of other items

Can you use these over and over?

The growing Sae Creatures expand in water. If you want to make it grow, put it in water. When the animals shrink in size. Soak it again to make it expand.
