This says it’s 6.25oz, whereas a store packet is 1oz. Is there really only 6 packets worth of seasoning in the can?

I guess so. I never thought of it that way. I only bought it this way out of convenience. The container is really not that big. I have bought the same container at local grocery stores as well.

Why does this size taco seasoning call for using twice as much as the individual packets per pound of ground beef?

I use the amount I would like to use. I don't follow the official "recipe," as it makes the meat too spicy. Just use what you want it to taste like. Actually, I use only about 2/3 of what one would find in the individual packet.
