I have a insignia 4k 60hz tv. Will it do 1080p at 120hz on ps5?

No your TV has to at least do 120 to do 120 this only fixes issues with people who tvs / gaming monitors , do 120 and above but ps5 doesn't recognize that it does

Will this dungle downscale a 4K signal to 1080?

No, it merely pretends to be a monitor of the resolution specified. It's best used with a KVM switch.
