Can you paint tiles with this please

I would say yes but you would be better off using a tile paint

Would this be suitable to paint over my existing wet room floor?

I would not advise in a wet room. I used it in a workshop toilet and its lasted over a year but that is a basically a dry floor

I see it says solvent based. Does it have strong fumes? I thought these were banned?
