Maybe resealed but cannot tell
I had 1 amazing shiny ho-oh pull but other than that nothing special, some of the packs looked like they were blatantly re-sealed but why would they leave that amazing card in there then?

Tampered with. Scam.
Obviously tampered with. Every pack was opened and had an inaccurate amount of cards in each. Every rare card was removed. Clear scam.
