Can this be used for newborn clothes?

Yes, I would definitely say this would be safe for newborn clothes and would use it on my own if I had a newborn. This is very gentle softener and anyone with sensitive skin can use it, including newborns. I recommended it before and never heard of issues.

I want to use the softener on blouses I don't put in the dryer. Do my clothes need to go in the dryer for effectiveness?

No, since Downy is used in the washing machine, you do not need to dry your laundry in the dryer for it to be effective. The Downy Team
