No it doesn't float. The underside of the board is a fabric mermaid tail the Barbie fits in. Maybe the board would float without Barbie on it.

How do you keep the tail from falling when a "mermaid"

My daughter hasn't had a problem with the tail falling off. My only suggestion is to make sure the feet are pointed so they go all the way into the fin. That way the doll can be completely in the tail. Hopefully this helps!
