Does this work with ide cd-rom drives?

Haven't tested it with cd-rom, works with hdd so it might.

The device has both molex and sata power connectors. does it function with either connected or does it need both?

The Molex connector provides power to an IDE drive. The SATA power connector connects to the computer's SATA power supply cable.

Will this convert an ide enclosure to a sata enclosure ?

I've only used it on old IDE drives in modern SATA desktops. According to the product decsription, it should work in the other direction. The SATA connectors of the converter board are male. So you would need female-to-female SATA connectors or cables between the converter and the SATA drive. Also, there are no mounting holes on the converter board.

Does this come with a jumper?

It came with the molex power to compact four-pin shown in the image IIRC.
