No need to soak, just wet it thoroughly under the faucet.

One size but they fit everyone from our football team to the coaches. Really work well, just don't dry in dry or use fabric softener. Seems that breaks down the material.

It says wring it out. Does that mean completely or leave a little cold water in it?

Depends on what you feel like. I use mine mostly dry under a bicycle helmet to block the sun, but when it's really hot outside I wet it. If it's not rung out some, water runs down out of the cap, which isn't bad when HOT. Or ring out enough so it doesn't, you'll learn what you like/need. I have several now, even one with a flap at the back to protect my neck from the sun when mowing. Wish I had these years ago! I like the white best, but they show the dirt fast.
