Is the inner element meant to light up as well as the outer one?

Yes the inner elements do light up but it is very difficult to see that they do, unlike the outer elements which can be seen easily. However if they did not do so the toast would not brown evenly on both sides, so as long as you get both sides of the toast evenly browned, all is well.

Does anyone have issues toasting, even at the highest setting bread is barely toasted?

I agree. Have it on 6 & still barely toasts even a thick slice. Thin bread burns on 3. It's really not a very good toaster is it....

I never trust manufacturers dimensions. Can anyone please give the exact measurements of this toaster?

24cm by 28cm on the worktop. It does not toast evenly on both sides of thin bread - the springs holding bread leave it much nearer one side than the other. I would not buy this toaster again.

What is the length of each slot?

The inner opening length of each slot is 13.8 cm (outer is 14 cm)
