Does the flag pole come with the base?

Does not come with the base. Make sure to note the size of pole vs. the base you order as well, there are a few different sizes.

Can I use a sleeved 3X5 flag or can I only use grommet flags?

This pole works best with grommeted flags. If your flag has a sleeve, it would need to have something inside the sleeve to anchor the clip onto.

Is it good for use outdoors mount, such as on your front porch, etc? Our eaves stick out too far for a 5' or 6' pole making the flag hang up.

It should fit outdoor mounts, however it is designed to be an indoor pole. We don't recommend using it outside but it should fit.
