You can say that. It’s a “fitted” jacket. Not very forgiving.

Probably an XL. I am 6'0", 175, and L is perfect.....

China. Lining yes. And definitely not waterproof but it should help in a light rain for a short period. What I hate is wrong side zipper pull.
